This is everything a scam artist needs to steal a person’s identity.

It’s disturbing that people can prey on the desperation of others in such ways, but the fact remains we all need to be more vigilant about protecting ourselves from identity fraud. Be cautious. Never give information out to anybody without diligently researching them first.

Growing up Is Never Easy: The Pains of Recession Should Lead to More Mature Financial Practices

Urging the country to put away childish things, President Obama could have been talking about poor spending habits. Like children, this nation demanded instant gratification. The retail concept of lay-away, so popular just 30 years ago went the way of the drive-in movie. No longer satisfied with buying only what is affordable, Americans embraced run away equity lines and defined themselves by what could be bought on credit. But those days are no more – and maybe it’s for the better.

According to Patricia Hinds, founder of Granite Financial in St. Cloud, “Faced with plummeting investment accounts, declining home values, and the real prospect of job loss, Americans suddenly are doing what they’ve needed to do all along – spend less and save more.”

In fact, in the last three months of 2008, the government reported Americans’ savings rate, as a percentage of after-tax incomes, rose to 2.9 percent. That’s up sharply from 1.2 percent in the third quarter and less than 1 percent just a year ago. Today, a shopping spree no longer appears to be the initial response to a wave of bad news. In February, the Commerce Department reported consumer spending fell for a record sixth straight month in December, dropping 1 percent amid worries about surging layoffs. The hunkering down trend likely will continue. The Conference Board Consumer Confidence Index plummeted further in February reaching yet another all-time low. The Index now stands at 25.0 (1985=100), down from 37.4 in January. According to The Federal Reserve, although consumer borrowing rose slightly in January, economists still expect borrowing will remain weak this year with news of the unemployment rate surging to a 25-year high.

“With pessimism about the state of the economy increasing daily, suddenly it’s chic to be cheap,” says Hinds. “Frugality is back in style and splurges on widescreen TVs, top-of-the-line kitchens, and designer clothes are out.” Across America, people have not only stopped borrowing, but they are actually paying back debt by paying down those car loans, mortgages and credit card bills. Consumers are actually talking about how to save money – with their neighbors and, more importantly, with their bankers, credit card companies, and household service providers.

The fallout from collective belt-tightening has been referred to as the “paradox of thrift.” That is, what’s good for the people — spending less, and saving more — does nothing to lift the economy out of recession. While many economists suggest that it’s bad news for our recession-battered economy when consumers pay off credit cards, increase their cash reserves, and skip a few pizza deliveries, Hinds begs to differ.

“I believe child-like spending played a role in this economic mess but our increasingly mature attitudes toward money management could make us healthier in the long run,” says Hinds. “Just as growing up can be painful, enduring the difficult repercussions of this recession may pay off by putting an end to bad financial habits.” This recession may be what it takes to help American consumers break free from a lifestyle of greed supported by excessive borrowing, leveraging and spending.

Xactware Addresses EPAs Lead Paint Rule

To help contractors comply with the U.S. Environmental Protection Agencys new Lead Renovation, Repair and Painting rule, Xactware has revamped its price lists to make it easier for contractors and other professionals to quickly and correctly estimate work that falls under the EPAs new restrictions.

Beginning in April, Xactware price lists will include a separate category titled Hazardous Material Remediation (HMR) for items such as lead paint, asbestos, mold, and much more. The new category will provide a single location within the Xactware price lists where users can estimate items needed for hazardous material remediation.

Helping our customers do their jobs with greater ease and efficiency is our focus at Xactware, so updating our price lists to reflect the EPAs new lead rules was a natural fit, said Mike Fulton, Xactwares assistant vice president of Pricing Data Services. According to the EPA, common renovation activities such as sanding, cutting, and demolition can create hazardous lead dust and chips by disturbing harmful lead-based paint. To protect against that risk, the EPA issued a Lead Renovation, Repair and Painting rule, to take effect in April 2010, that will require the use of lead-safe practices and other actions to prevent lead poisoning in homes, child care facilities, and schools built before 1978.

Although Xactwares price lists have long contained many items covering hazardous material remediation, Marchs price list included the addition of new items for lead testing. The new HMR category also includes items that were previously found under other categories, such as containment barriers, personal protective gear, negative air, HEPA vacuuming, and hazardous material testing fees.

Children living near toxic waste sites in lower and middle income countries such as India, Philippines and Indonesia may experience higher blood lead levels, resulting in a loss of IQ points and a higher incidence of mental retardation, according to a study presented today by Kevin Chatham-Stephens, MD, Pediatric Environmental Health Fellow at the Icahn School of Medicine at Mount Sinai, at the Pediatric Academic Societies (PAS) annual meeting on May 6 in Washington, DC.

The study titled, The Pediatric Burden of Disease from Lead Exposure at Toxic Waste Sites in Low and Middle Income Countries in 2010, was a joint research partnership between Mount Sinai and the Blacksmith Institute.

Researchers measured lead levels in soil and drinking water at 200 toxic waste sites in 31 countries then estimated the blood lead levels in 779,989 children who were potentially exposed to lead from these sites in 2010. The blood lead levels ranged from 1.5 to 104

Legislation to permit surrogate-parenting contracts in the District of Columbia received consideration recently, when the Council of the District of Columbias Committee on Judiciary and Public Safety held a 4-hour public hearing on June 20, 2013, on the proposed measure.

Initially introduced by D.C. Councilmember David Catania, Bill 20-32 seeks to repeal the provisions of the Districts existing Code that make surrogacy criminal. At present, the legislation would permit gestational surrogacy contracts within the District and establish safeguards to ensure that all parties to such contracts, and the child that will result, are protected.

Leading off the witnesses testifying on behalf of the legislation, Diane S.Hinson, Esq., Founder and Managing Attorney for Creative Family Connections LLC, the largest surrogacy matching and legal services law firm in the metropolitan Washington, D.C. area, explained the existing laws impact on intended parents who reside within the District, and its implications for denying equal rights for all of its residents.

The District of Columbia is the only jurisdiction in the entire country where all surrogacy contracts are criminal. It stands alone in the Red Light category on my firms State Surrogacy Laws Map, which means that only in D.C. are surrogacy contracts completely prohibited, said Hinson. No surrogacy contracts are written at all in the District, and the reason is simple: The consequences of violating the law include fines of $ 10,000 and jail time of one year.

Bill 20-32 repeals the provisions of the existing Code that make surrogacy criminal. It permits surrogacy contracts in the District, while establishing safeguards to ensure that best practices are used, and it allows the District to move into its rightful and progressive leadership place, and into the coveted Green Light category on the map. In doing so, the District Council will ensure that all its residents can build families,” closed Hinson.
