Blue Cross and Blue Shield of North Carolina Sheds Light on Medical Costs

Blue Cross and Blue Shield of North Carolina (BCBSNC) is taking some of the mystery out of health care costs.

BCBSNC , the states largest health insurer, is publishing online the average prices it pays statewide for physician office visits, diagnostic procedures and screenings, prescription drugs, and disease treatments. The Health Cost Estimator, now available to members at bcbsnc.com, includes one of the most comprehensive listings of total average costs related to diseases and conditions of any health insurance plan. Along with its effort to promote health cost clarity for its members, BCBSNC supports initiatives to increase the quality, safety and effectiveness of health care.

Our Health Cost Estimator will give our customers a much clearer idea of where their health care dollar goes because the prices we pay translate to the premiums that customers pay, said BCBSNC President and CEO Bob Greczyn. Baby Blue Foundation Introduces National Safe Haven Sign to NJ

The last two states to enact Safe Haven laws, Alaska and Nebraska adopted such laws in 2008. Nebraska’s law has received substantial media coverage due to its failure to limit the surrender age of children protected under the law. In November, Nebraska revised the law limiting the age to 30-days, the same as New Jersey.

However, the laws vary in age limits and legal surrender locations from state to state. These variations can create confusion for young women who often are in a position of panic after delivery of their newborn.

“These are not women who are getting regular prenatal care and planning for the delivery of their newborn. They are women who have fallen through the cracks. They have spent 9-months concealing and denying their pregnancy. They are unprepared for the imminent arrival of their baby,” says Susan Ferrier Co-founder and Vice President of the Baby Blue Foundation.

On December 4, 2008, the Baby Blue Foundation along with the Ventnor Police, Atlantic County hospitals, and the National Safe Haven Alliance will introduce the first National Safe Haven signs to New Jersey.

“We selected this date because it marks the 4-year anniversary of the day my husband Bill and I, along with the support of the community lay Baby Blue to rest,” says Susan. Blue’s body along with the afterbirth and presumable the mother’s undergarment stuffed in a sack washed up on a Ventnor beach in January 2004. It was Bill Ferrier who found her. He felt it important that she have a name and a proper burial. He and Susan began taking steps to see that it happened. It was 10-1/2 months before the Ferrier’s were able to fulfill their promise to Blue.

Since then the Ferrier’s founded a 501c3 whose mission is to honor the memory of Baby Blue and others like her through efforts to prevent future newborn abandonment and fatalities. The Foundation raises awareness about the prevalence, causes and alternatives to neonaticide (the killing of a newborn within the first 24-hours of life). Finally, in the event of future newborn deaths from abandonment or violence, the group seeks to provide dignified memorial service.

In its efforts to prevent new cases of newborn death and abandonment, the Baby Blue Foundation promotes awareness about the NJ Safe Haven Act. According to Susan, “the Foundation strongly supports Safe Haven legislation. It is the best, and in some cases possibly the only alternative for these young women.”

The New Jersey Safe Haven Act went into effect in 2000. Since the laws inception, 37 babies have been safely surrendered. While the number of safe surrenders surpasses the 28 newborns left in unsafe conditions or found dead, more needs to be done to raise awareness of Safe Haven Laws and to minimize confusion about the laws.

The National Safe Haven signs were designed to uniformly identify Safe Haven surrender sites. Hospital emergency rooms and police departments are the only legal surrender sites in NJ. A parent or designee can anonymously surrender a child under 30-days old to any police department or emergency room employee.

New Jersey’s first National Safe Haven sign will be unveiled Thursday Dec. 4 at 1pm. outside the Ventnor Police Department, located at 6201 Atlantic Ave., Ventnor. A representative from each Atlantic County hospital will receive a National Safe Haven sign to hang outside their emergency room. In addition to the hospital representatives, Ventnor Police Chief Wayne Arnold and Tracey Johnson, executive director of the National Safe Haven Alliance will be in attendance.

“We are excited to be spearheading the initiative to uniformly identify Safe Haven surrender sites in NJ but also through out the country,” Susan explains. NJ joins NY, IL, AZ, FL, VA and ME in the effort to create standardization.

Blue Cross Blue Shield of Massachusetts Promotes Free Text Messaging Initiative to Support Health and Wellness of New Mothers and their Babies


Boston, MA (Vocus) July 12, 2010

Blue Cross Blue Shield of Massachusetts (BCBSMA) today announced its support for text4baby, a free mobile information service designed to promote maternal and child health. An educational program of the National Healthy Mothers, Healthy Babies Coalition, text4baby provides pregnant women and new moms with information to help them care for their health and give their babies the best possible start in life. Women who sign up for the service by texting BABY to 511411 (or BEBE in Spanish) will receive free SMS text messages each week, timed to their due date or babys date of birth on topics ranging from health care access and immunization, to oral health and car seat safety.

According to an article in the New York Daily News, 19.3 million moms are text messaging, said Bryce Williams, director of Health and Wellness at BCBSMA. Its not surprising so many on-the-go moms are looking to communicate and get information quickly and easily on their phones. Blue Cross Blue Shield of Massachusetts is looking forward to working with text4baby to deliver helpful information to these busy moms.

Text4baby pregnancy and infant messages were developed by the National Healthy Mothers, Healthy Babies Coalition in collaboration with federal partners, physicians and nurses and national medical organizations. Once registered, moms will receive three text messages a week until the babys first birthday such as:

Moms can learn more about text4baby by visiting BCBSMAs Living Healthy Babies website, another resource dedicated to BCBSMA members who are pregnant or thinking about conceiving. The site offers tools and information covering everything from preconception and pregnancy to cognitive development during the baby’s first year. The program also offers members access to BCBSMAs 24-hour Blue Care Line (1-888-247-BLUE), where they can ask a registered nurse health questions and receive advice on caring for themselves or their baby at home.

BCBSMA also recently launched the Maternity Screening Pilot, an employer initiative that identifies members with high-risk pregnancies based on factors such as age, medical and behavioral health status. Members who elect to participate work closely with registered nurses in BCBSMAs case management program to improve the health and wellbeing of themselves and the baby during their pregnancy.

Blue Star Families Releases 2012 Military Family Lifestyle Survey

Blue Star Families, a national non-profit organization supporting military families, today released the results of its 2012 Military Family Lifestyle survey at a joint session of the Senate and House Military Family caucuses. Featuring a panel discussion between military family experts, including Mrs. Deanie Dempsey, the event focused on the issues of top concern to military families. The survey launch event was held at the Atrium of the United States Capitol Visitor Center in Washington, D.C., and was attended by government, military and community leaders, experts on military and family issues, and military service members and families. Blue Sky Bridge, TDA_Boulder Call Attention to Child Abuse with Provocative TV Spot

Aiming to show that its not easy to recognize a predator, victim assistance agency Blue Sky Bridge has teamed with award-winning advertising agency TDA_Boulder to create a provocative public service announcement that includes a convicted pedophile.

The 30-second television spot was made to bring awareness to the issue of child abuse, which persists everywhere, regardless of class, race or gender. It opens with a view of vibrantly colored model rocketry materials laid on a table. As the spot progresses, the gentle, soothing voice of a man can be heard discussing how much he enjoys sharing the hobby with a young person. Moments later, the camera jumps back, showing that the table is clearly within a prison environment and the speaker, whose face is distorted by pixelation, is sitting behind it in a jumpsuit. He tells viewers, Its not easy to identify a pedophile. You just spent 20 seconds with one.

The ad is airing now on cable television through Comcast Colorado, after which it will be rolled out to other interested child advocacy centers around the state and across the country.

We are excited about the opportunity to utilize this groundbreaking work by TDA_Boulder and Futuristic Films to raise awareness around the issue of child sexual abuse, said Judy Toran Cousin, executive director of Blue Sky Bridge. We hope parents and caregivers will learn to take the extra steps to carefully assess and evaluate those who spend time with their children. The PSA directs interested viewers to the Blue Sky Bridge website, where they will find resources to help them protect children. Child sexual abuse is a community-wide problem that requires a community-wide effort.

Blue Sky Bridge is the only victim assistance agency in Boulder County that provides forensic services to children for whom abuse or neglect is reported, as well as counseling and other support services for non-offending family members. The organization notes that child abuse remains a serious problem in Boulder County and throughout the state of Colorado. Research indicates that as many as 1 of every 4 girls and 1 of every 6 boys are sexually abused before age 18. In Boulder County, it is estimated that two new children are sexually abused every day.

In the first quarter of 2012, the accredited, nonprofit organization has seen a 41 percent increase in its number of forensic interviews, which it attributes to an increase in outreach to the Boulder Valley and St. Vrain Valley School Districts, which helps identify children at risk and in need. Also in the first quarter of this year, domestic violence interviews are up 29 percent from last year, demonstrating that trained professionals understand the importance of interviewing child witnesses to these crimes. As of the end of April, interviews of children between 12 and 18 are up 57 percent.

According to the National Childrens Alliance, nearly five children die every day in the United States from abuse and neglect and in 2010, that statistic encompassed an estimated 1,560 children. In that same year, about 695,000 children were victims of maltreatment, and childrens advocacy centers across the country served more than 266,000 child victims of abuse, providing victim advocacy and support to these children and their families. In 2011, this number rose to more than 279,000.

Creation of the spot took about a year, and required assistance by Boulder County District Attorney Stan Garnett and cooperation from the Colorado Department of Corrections. Correctional staff helped identify potential offenders to appear in the spot, who were interviewed to determine suitability.
